The plaintiffs in this civil action against North Korea are survivors and relatives of survivors of the North Korean attack on the USS Pueblo in 1968.  North Korea did not appear in the action, resulting in a default.  The opinion below awards $13.4 million to each of three plaintiffs, and $11 million to another.  The opinion is interesting for, among other things, its discussion of the legal meaning of torture and of the retroactive exception to the Foreign Sovereign Immunities Act crafted in 1996 for states sponsors of terrorism.  The full opinion follows: Read the rest of this entry »
